Delhi might reintroduce its ‘Odd-Even’ policy for vehicles to curb winter pollution | Delhi News

One of the pivotal measures under consideration is the reintroduction of the Odd-Even vehicle rationing scheme. This initiative would allow vehicles with odd-numbered license plates to operate on certain days, while even-numbered vehicles would be permitted on others. The goal is clear. that is to reduce the volume of cars on the roads and, consequently, curb vehicular emissions, a major factor in Delhi’s pollution problem.

Several elements contribute to the city’s deteriorating air quality during winter, including stubble burning in neighboring states, the use of firecrackers during Diwali celebrations, and the high levels of vehicular emissions. Delhi’s Environment Minister, Gopal Rai, emphasised that the Winter Action Plan is designed to comprehensively address these intertwined issues.

A notable feature of the plan involves the use of drones to monitor 13 identified pollution hotspots throughout the city. Set to be unveiled on September 27, the plan will also target vehicle and dust pollution, industrial emissions, and include innovative emergency measures, such as the proposed Odd-Even scheme and even the potential for artificial rain during severe pollution events.

Odd-Even’s effectiveness in curbing Delhi’s pollution?

The Odd-Even scheme has been tested in various cities around the world, with mixed results, and has been trialed in Delhi since its first implementation in 2016, followed by attempts in 2017 and 2019. Although the scheme was suggested again last year, the government reconsidered after the Supreme Court raised questions about its effectiveness in genuinely reducing pollution levels.

Critics argue that the scheme’s impact is often diluted by numerous exemptions, such as for two-wheelers, public transportation, and CNG vehicles, which may hinder its overall effectiveness in reducing emissions. As the city braces for another winter, the success of these measures remains to be seen.
