NBR launches online platform NSW partially
After nearly seven years since its inception in 2017 to simplify import and export procedures, the National Board of Revenue (NBR) has partially implemented the National Single Window (NSW) system on Thursday.
Initially, the activities of seven out of 19 agencies involved in imports and exports have been brought under the system. These agencies have begun automation under the “go-live” phase, according to a statement issued by the NBR.
The soft launch of the BSW system was held at a hotel in Dhaka on Thursday.
Through this system, all certifications, licencing, and permits related to imports and exports can now be issued online.
Applicants will no longer need to visit multiple offices; they can submit an application in one place and receive feedback from relevant departments automatically.
The remaining 12 agencies will be fully integrated into the system by February 28 this year, said the statement.
By using this system, importers and exporters can collect all types of certificates, licences and permits, and submit necessary data on a single online platform for clearing goods.
Certificates issued based on the submitted data will allow goods to be cleared in the shortest possible time.
The system will provide an internet-based information gateway (window) for all organisations involved in international trade.
According to the statement, once the project is fully implemented, import and export procedures would become simpler, the cost of doing business would decrease, and goods clearance at ports will take less time.
The project was initiated in 2017 with financial assistance from the World Bank to expedite import-export processes and prevent customs evasion.
Applications, certificates, licences, and permits related to imports and exports will be received, sent, and processed online.
One of the two key tools is the Advance Risk Management System (ARMS) which is being implemented under Article 10.7 of the WTO Trade Facilitation Agreement (TFA).
It is integrated with the ‘BSW’ software. When an applicant submits an application for any certificate, licence, or permit (CLP) through the BSW platform, ARMS will forward the application to the relevant agency along with feedback on the applicant’s track record.
This allows the agency to review the applicant’s track record and make decisions on issuing CLPs based on risk management where applicable.
The other tool is Bangladesh Single Window (BSW) Software System with nine modules, all of which are live.
Among 119 types of CLPs issued by CLP Issuing Authorities (CLPIAs), 81 have been configured, and these are already live. Importers and exporters have started utilising this automated facility.
