In all, 570 candidates were trained as fish and seafood processing technicians under the Pradhan Mantri Kaushal Vikas Yojana (PMKVY) in Dakshina Kannada district of Karnataka in 2024, according to the Union Government. In addition, 636 candidates were trained in tourism and hospitality sector under PMKY in the district till 2024.
Replying to a question by Captain Brijesh Chowta, MP, Dakshina Kannada, in the Lok Sabha on March 10, Union Minister of State (Independent charge) for Skill Development and Entrepreneurship Jayant Chaudhary said that Skill India Programme comprising PMKVY 4.0 (restructured one), Pradhan Mantri National Apprenticeship Promotion Scheme (NAPS), and the scheme for support to Jan Shikshan Sansthan (JSS) aims to equip youth with industry-relevant skills tailored to regional needs, across India, since 2022-23.
Under PMKVY 4.0, a demand-driven approach has been adopted for selecting job roles, which are identified based on industrial requirements and regional needs to ensure alignment with local economic opportunities. The details of skilling are maintained at the district level under PMKVY 4.0., he said.
Efforts are being made to collaborate with key industries to provide training in shipbuilding and marine tourism in Mangaluru. Under the PMKVY 4.0 scheme, 14 training centres have been empanelled in Dakshina Kannada for imparting training in two sectors — 90 persons trained in aerospace and aviation sector, and 191 persons trained in IT-ITeS sector as on December 31, 2024.
Further, Directorate General of Training (DGT), under the Ministry of Skill Development and Entrepreneurship (MSDE), implements the Craftsmen Training Scheme (CTS) through a network of Industrial Training Institutes (ITIs) for the youth of the country.
Dakshina Kannada has 12 ITIs out of which two are government ITIs and 10 are private ITIs. Training under CTS in these 12 ITIs is provided in different courses, the Minister said.
Capt. Chowta further wanted to know whether the government is formulating any sector-specific skill exchange programmes with countries having expertise in marine and emerging technologies.
In his reply, the Minister said no such sector specific skill exchange programmes is under consideration of the ministry.
However, MSDE has active Memorandum of Understanding (MoU) or Memorandum of Cooperation (MoC) with seven countries (Australia, Denmark, Japan, Germany, Qatar, Singapore and UAE). These MoUs facilitate technical exchanges, collaborative training programmes, qualification recognition, and the sharing of best practices in sectors mutually agreed to by MSDE and the country concerned.
