Championing Fair Access and Innovation at ISF

Editor’s note: Lorelei Garagancea recently joined the International Seed Federation (ISF) as the Intellectual Property and Legal Affairs Manager. She introduced herself in the Seed World International issue.

I have the privilege of leading ISF’s Coordination Groups on Intellectual Property, Genetic Resources, and Engagement against Illegal Seed Practices. This opportunity allows me to bring together my passion for legal innovation, intellectual property, and equitable access to resources—topics that have shaped my career and my perspective on global challenges.

My academic journey has taken me across European universities, from Paris-Sorbonne University and the University of Bucharest to the University of Geneva, culminating in an LL.M. in International Contracts and Arbitration from the University of Fribourg. These experiences have provided me with a strong foundation in intellectual property, life sciences, and international trade law, all of which are deeply relevant to the evolving landscape of the seed sector. Studying in such diverse academic environments has not only deepened my legal expertise but also exposed me to different cultural perspectives on policy and governance—an invaluable asset in the increasingly globalized seed industry.

My professional path began at the World Health Organization (WHO) headquarters in Geneva in 2015, where I started as an intern and later became president of the intern board. Leading efforts to secure fair compensation for interns was a defining experience that reinforced my belief in advocacy, equity, and inclusive policymaking. The process of securing financial support for interns took time and dedication, but ultimately, perseverance paid off. Seeing the tangible impact of our advocacy, as financial support for interns was gradually implemented, was one of the most rewarding moments of my early career. I later continued my work at SFL, now a Veristat company, focusing on various legal intricacies in life sciences, before serving as legal counsel for international organizations such as Procter & Gamble International Operations and Medicines for Malaria Venture.

For the past three years, I have dedicated myself to doctoral research on how World Trade Organization (WTO) law balances the protection of intellectual property with the obligation to ensure access—a topic of significant relevance to agriculture and the global seed sector. The intersection of intellectual property and global trade is one that constantly evolves, influenced by technological advancements, geopolitical shifts, and pressing challenges such as food security and climate change. I believe that intellectual property should be a force for progress, not a barrier. IP rewards creations of the mind, inspiring individuals to develop a better world—provided that these developments are shared sustainably.

At my core, I believe that legal challenges are best addressed through dialogue, understanding, and perseverance. My experiences have taught me that solutions arise when we truly listen, engage with diverse perspectives, and remain committed to long-term goals. This mindset has been instrumental in both my professional and personal life. Anything can be solved through listening, understanding and perseverance.

The seed sector is an exciting and vital industry, one that plays a fundamental role in global food systems and biodiversity. Ensuring a fair and effective intellectual property framework is essential to fostering innovation while maintaining equitable access. As part of ISF, I look forward to working with industry leaders, policymakers, and stakeholders to navigate the complexities of intellectual property rights and genetic resources. These are critical discussions, as they influence not only market dynamics but also the livelihoods of farmers and the sustainability of agricultural systems worldwide.

Beyond my work, I find inspiration in painting, which clears my mind and sharpens my focus. I also love outdoor sports, particularly snowboarding and horseback riding. Horses, in particular, have taught me that authenticity is key—there are no secrets with a horse; they reflect what you bring. This philosophy reminds me that seeing reality as it is also presents an opportunity to improve it. Being in nature, whether through sports or creative expression, provides a sense of balance and renewal that ultimately enhances my ability to approach complex legal and policy challenges with clarity.

I am excited to join the ISF community and look forward to contributing my expertise, energy, and perspective to the global seed sector. I am eager to collaborate with colleagues who share a commitment to innovation, sustainability and fairness.
