His address highlighted India’s pivotal role in advancing peace, stability, and cooperation in this increasingly important geopolitical zone.

Singh reaffirmed India’s commitment to maintaining a rule-based international order and respecting international law, particularly the principles enshrined in the UN Convention on the Law of the Sea (UNCLOS). “India advocates peaceful resolution of disputes and encourages cooperation among nations in the Indo-Pacific,” he stated, emphasizing that India has emerged as a reliable and preferred security partner and first responder in the region.

Central to India’s approach in the Indo-Pacific is Prime Minister Narendra Modi’s vision of SAGAR—”Security and Growth for All in the Region.” The defence minister described SAGAR as a framework guiding India’s diplomatic, economic, and security engagements in the region. According to Singh, India’s strategy revolves around collective action, believing that sustainable progress can only be achieved through cooperation.

As part of this effort, India has undertaken numerous joint military exercises and intelligence-sharing programs with regional partners to enhance maritime security. These initiatives aim to safeguard crucial international maritime routes, essential for global trade and stability.

A Credible Partner in Maritime Security

Singh further underlined India’s expanding role in the Indo-Pacific as a key player in regional security. He pointed to the Indian Navy’s proactive engagement in capacity-building efforts with partner countries, saying, “India’s maritime cooperation does not conflict with the interests of any other nation, and we expect the same respect from others in the region.” This cooperative stance reflects India’s intent to maintain harmony while also safeguarding its own strategic interests.

The defence minister emphasized that the Indo-Pacific region is increasingly shaped by shifting global power dynamics, resource competition, and emerging security threats. He noted that these evolving challenges necessitate enhanced cooperation among nations to ensure a stable maritime environment. The Indo-Pacific has become the world’s most dynamic geopolitical area, holding both significant economic potential and pre-existing international tensions. “Resource competition, particularly marine resources, has intensified, leading to increasing geopolitical rivalries,” Singh observed.

Protecting the Global Commons

In his address, Singh also touched upon the concept of the “Global Commons,” referring to resources such as oceans, outer space, climate, and clean air, shared by all of humanity. He stressed the importance of balancing competing interests to ensure the sustainable management of these resources. A harmonious approach, he argued, would yield ecological, economic, and social benefits across borders.

The defence minister warned of the risks associated with the “tragedy of the commons,” where unchecked self-interest leads to the depletion of shared resources, with devastating consequences. He pointed to rising environmental degradation, over-extraction, and mounting geopolitical tensions as visible signs of this looming threat. “As the world transitions from an industrial economy to a technology-driven one, and from fossil fuels to renewables, the pressure on shared global resources is only going to increase unless preemptive steps are taken,” Singh cautioned.

Avoiding Resource Monopolization

Singh also voiced concerns over attempts by certain nations to monopolize or weaponize critical resources for strategic advantage, warning that such actions are counterproductive to global welfare. He urged for peaceful coexistence among nations and advocated for a cooperative approach to the exploration and management of marine resources. Drawing from ancient Indian philosophy, he reminded the audience of the need for humanity to live in harmony with nature, especially in the context of resource sharing.

India’s Naval Role and Maritime Strategy

In his remarks, Chief of the Naval Staff Admiral Dinesh K Tripathi emphasized the significance of oceanic spaces, particularly the Indo-Pacific, for India’s economic growth and security. He reiterated India’s maritime policy under the SAGAR framework, which envisions collective prosperity and security for all nations in the region. Collaboration and cooperation, according to Tripathi, are crucial for achieving these goals.

The dialogue also provided a platform for the release of a new book titled’Maritime India: Temporal and Spatial Continuum’, published by the National Maritime Foundation (NMF). Several high-ranking officials attended the event, including Chief of Defence Staff General Anil Chauhan and representatives from think tanks, foreign delegations, and the Indian Armed Forces.

Indo-Pacific Regional Dialogue: A Platform for Regional Cooperation

The IPRD is an annual, high-level strategic dialogue organized by the Indian Navy, aimed at addressing key issues affecting the Indo-Pacific. This year’s dialogue, held from October 3-5, 2024, revolved around the theme of “Resource-Geopolitics and Security in the Indo-Pacific,” with a specific focus on the pillars of marine resources and maritime security under the Indo-Pacific Oceans Initiative (IPOI). The conference is organized in collaboration with the NMF, one of India’s foremost maritime think tanks, which has gained significant international traction for its independent and policy-relevant research on maritime affairs.
