In a significant move ahead of the 2024 US Presidential Elections, the Biden administration has approved a potential Foreign Military Sale to India, marking another step in the deepening defence ties between the two countries. The US State Department’s decision includes the sale of MK 54 MOD 0 Lightweight Torpedoes, valued at $175 million, and has been officially certified by the Defence Security Cooperation Agency (DSCA), notifying Congress on October 7, 2024.

This sale comes at a crucial time, reflecting Washington’s commitment to bolstering India’s naval capabilities and underlining the strategic importance of the Indo-Pacific region. The deal includes 53 MK 54 MOD 0 torpedoes, along with a range of related equipment, such as torpedo spare parts, air-launch accessories, support tools, and training services. The sale is designed to increase the Indian Navy’s anti-submarine warfare capabilities, enhancing the operational readiness of its MH-60R helicopters.

The Biden administration’s decision to approve the sale demonstrates the significance the US places on its defence partnership with India. By enhancing India’s naval defence arsenal, this deal is seen as a critical move to help India counter both present and future regional threats, particularly in the Indo-Pacific. According to the DSCA, the sale aligns with US foreign policy goals and strengthens India’s position as a stabilizing force in South Asia.

The MK 54 torpedo, known for its effectiveness in anti-submarine warfare, will improve India’s capacity to address underwater threats in the region. India’s ongoing efforts to modernize its military have made such acquisitions vital for maintaining regional security, especially given the increasing maritime activities in the Indian Ocean.

Regional Balance and US Interests

While this sale is a clear signal of the Biden administration’s support for India’s defence modernization, it is designed not to shift the regional military balance significantly. Much of the hardware for the torpedoes will be sourced directly from US Navy stock, ensuring a seamless integration into India’s existing systems.

Additionally, a temporary deployment of 12 US government personnel and a contractor will support training and technical assistance, solidifying the defence collaboration between the two nations. Despite the significant scope of the deal, the DSCA confirmed there would be no adverse impact on USdefence readiness.

As the US enters its election season, this announcement also signals that the Biden administration is keen on continuing its focus on strengthening key alliances and defence partnerships, particularly with India, as part of its Indo-Pacific strategy.
