CHEMEXCIL holds capacity-building workshop to boost export compliance

Mumbai: The Basic Chemicals, Cosmetics & Dyes Export Promotion Council (CHEMEXCIL), under the Ministry of Commerce & Industry, organised a capacity-building workshop in Mumbai aimed at strengthening exporters’ preparedness on global trade compliance and competitiveness.

Themed “Building Confidence in Trade Compliance – From Classification to Strategic Exports”, the workshop brought together over 80 participants from across India’s chemical export fraternity. The programme focused on enhancing awareness around regulatory frameworks, risk management, and evolving best practices in customs and international trade.

Senior government officials from the Ministry of Finance’s Department of Revenue, including Vijay Rishi, Commissioner, and Arvind Ghuge, Additional Commissioner, both from Nhava Sheva–III, attended the event. CHEMEXCIL Chairman Dr. Satish Wagh inaugurated the workshop, underlining the council’s role in supporting exporters and facilitating smooth customs compliance across the industry.

Speaking on the occasion, CHEMEXCIL Chairman, Satish Wagh stated, in a statement, “As global trade systems are evolving, exporters must be prepared not just to compete but to comply”.

The technical sessions were led by trade law expert Dr. Joshua Ebenezer, Principal Consultant at Nugov FaciliTrade, who guided participants through complex regulatory areas with practical exercises and case-based learning.

Key focus areas included the application of Harmonised System of Nomenclature (HSN) codes, interpretation rules, and classification challenges specific to the chemical and pharmaceutical sectors. Mock classification exercises helped exporters better understand practical nuances of the system. The workshop also examined the Central Board of Indirect Taxes and Customs’ (CBIC) new Authorised Economic Operator–DU initiative, India’s SCOMET regime for sensitive and dual-use items, and the importance of embedding internal compliance programmes in line with global benchmarks.

Participants were trained on strategies to reduce risks of penalties and litigation, leveraging AEO status for faster clearances, and building roadmaps for SCOMET authorisation. The programme highlighted how compliance frameworks can be aligned with Environmental, Social, and Governance (ESG) standards to ensure competitiveness in global value chains.

Exporters received toolkits such as Internal Compliance Program templates, standard operating procedures, and audit practices to help strengthen their organisations’ operational resilience. The sessions also included roleplays and interactive discussions on real-world compliance challenges, designed to give participants confidence in navigating regulatory complexities.

The workshop provided a platform for exporters to directly engage with customs officials, policymakers, and compliance experts. It also encouraged networking among industry members, facilitating peer learning and collaboration on best practices.

CHEMEXCIL stressed that the chemical export sector, one of India’s major contributors to global trade, needs to be proactive in meeting compliance obligations as trade systems evolve. With international buyers increasingly linking procurement decisions to compliance credentials and ESG alignment, the council underscored the importance of exporters integrating robust systems to minimise risks and enhance trust with global partners.

The event concluded with a call for industry members to adopt long-term compliance strategies, institutionalise strong internal systems, and continuously adapt to global trade norms. By doing so, Indian exporters can not only mitigate risks but also improve their standing in international markets.
