Dr. Rania Al-Mashat, Minister of Planning, Economic Development and International Cooperation, met with H.E. Dr. Badr Abdelatty, Minister of Foreign Affairs, Emigration and Egyptian Expatriates, on Sunday, October 26, to discuss a number of joint files.
The meeting included discussions between the two ministers on integration and strengthening national efforts within the framework of cooperation with international institutions, regional blocs, and multilateral and bilateral development partners. They also reviewed coordination between the two ministries to transfer Egypt’s expertise in economic development and regional and international cooperation with development partners to developing and African countries, and those with emerging economies, as well as promoting Egypt’s efforts to achieve economic and sustainable development through Egyptian embassies, consulates, and diplomatic missions.
At the beginning of the meeting, Dr. Rania Al-Mashat reviewed the pillars of “Egypt’s Narrative for Economic Development: Reforms for Growth, Jobs & Resilience”.
Dr. Al-Mashat noted the Ministry’s keenness to coordinate with the Ministry of Foreign Affairs, in order to clarify Egypt’s economic vision for the coming period and present the reforms undertaken by the Egyptian state over the past period, in addition to the participation of the Ministry of Foreign Affairs in Egypt’s Narrative for Economic Development to highlight the state’s efforts at the political and diplomatic levels, and to present these developments to members of the diplomatic corps at the Ministry of Foreign Affairs.
Dr. Badr Abdel-Atty emphasized the importance of promoting Egypt’s Narrative for Economic Development and highlighting the pioneering Egyptian development experience. He mentioned the pivotal role of the Egyptian Agency of Partnership for Development within the Ministry of Foreign Affairs in supporting development projects in African countries, and the necessity of joint coordination to exchange expertise with African countries, and benefit from Egyptian expertise in project preparation and formulation, which enhances the capacity of those countries to obtain financing from international institutions.
The Minister of Foreign Affairs also explained that diplomatic missions work to promote major national projects, foremost among them the Suez Canal Economic Zone, as a regional platform for manufacturing, trade, and logistics services, as well as fostering communication with business circles in host countries and providing the necessary information and studies to attract various investments, in addition to their constant coordination with financial and international institutions, to advance Egyptian priorities within multilateral frameworks, including the G20, and calling for reform of the international finance system and debt restructuring in favor of investment in development.
In another context, the two ministers discussed joint coordination within the framework of Egypt’s current presidency of the D-8 Organization for Economic Cooperation (D8). The Minister of Planning, Economic Development and International Cooperation reaffirmed the importance of consolidating partnership with member states regarding economic development and international cooperation.
The meeting also touched on the joint coordination on Egypt’s participation in the G20 meetings and the annual G20 Presidential Summit expected to be held next November, as well as Egypt’s membership in the “BRICS” group and the New Development Bank, and opportunities for economic cooperation with member states, in order to strengthen the partnership, which reflects on national priorities, increase investments, and exchange expertise.
On another note, the meeting discussed the convening of the Forum on China–Africa Cooperation (FOCAC) and following up on the implementation of its outcomes within the framework of the close partnership between Egypt and China.
Regarding South-South and Triangular Cooperation, the two ministers stressed the significance of coordinating efforts and integration between the two ministries to advance Egypt’s vision regarding the transfer of expertise and development experiences with Southern and developing countries, and maximizing benefit from Egypt’s expertise in private sector development finance and technical support, and its close partnership with international institutions, which opens up more areas of cooperation with different countries and boosts Egypt’s regional and international role in this regard.
The two ministers also reiterated the importance of promoting the country platform for the “NWFE” program, which, since its launch at the Climate Conference in 2022, has been able to mobilize more than $5 billion in concessional financing for the private sector to implement renewable energy projects, which has contributed to African countries seeking to benefit from Egyptian expertise in this regard and also highlighted the importance of national efforts in the field of entrepreneurship and start-ups.
In another context, the meeting discussed joint coordination within the framework of the work of the National Coordinating Committee on Preventing and Combating Illegal Migration (NCCPCIM) and the Supreme Standing Committee for Human Rights (SSCHR) in addition to following up on the outcomes of the Fourth International Conference on Financing for Development held in Seville, Spain, and Egypt’s participation in launching the Debtors Forum platform and the platform for exchanging expertise and technical support among developing countries. The meeting also discussed joint files within the framework of the Egyptian-European strategic partnership, the European Union’s launch of the “Mediterranean Compact,” which represents a qualitative shift in the Union’s engagement with Southern Neighborhood countries, as well as the signing of the Horizon Europe program, in addition to national efforts to promote the strategic partnership with the United Kingdom to achieve common development goals.
The two ministers also addressed Egypt’s important role in the African Union and coordination between the two ministries to enhance economic integration across the continent. They also touched upon the UN-Egypt Strategic Cooperation Framework for Sustainable Development 2023/2027, and Egypt’s active role in the United Nations system, and the necessity for the ongoing reforms to reflect the ambitions of developing countries.
