Nigeria’s digital revolution is accelerating under the National Information Technology Development Agency (NITDA) and its Director-General, Kashifu Inuwa Abdullahi, whose leadership has positioned the country as one of Africa’s top innovation and technology hubs.

Since taking office in 2019, Abdullahi has reshaped the agency’s mandate — from regulatory oversight to national transformation — built on five pillars: talent development, digital infrastructure, enabling policies, innovation ecosystems, and investment attraction.

“We started by creating an ecosystem,” Abdullahi said in a recent interview with Business Insider Africa. “No one succeeds in isolation.”

Through collaborative initiatives like the Nigerian Startup Act, NITDA has bridged the traditional divide between government, entrepreneurs, and investors — a model now being replicated across Africa as countries seek to emulate Nigeria’s innovation-driven governance framework.

Data and AI: Nigeria’s Emerging Digital Goldmine

NITDA has become a continental pioneer in data governance and AI policy. The agency’s Nigeria Data Protection Regulation (NDPR) — introduced in 2019 — evolved into a full Data Protection Commission following the signing of the Data Protection Bill into law in 2023.

This framework, the first of its kind in Africa, established “developmental regulation” — rules that promote innovation while safeguarding citizens and national sovereignty.

“We don’t want to be passive participants,” Abdullahi explained. “We want AI that serves humanity and strengthens governance.”

NITDA’s National Artificial Intelligence Strategy, launched in 2023, marked Sub-Saharan Africa’s first national AI framework focused on responsible and inclusive systems. Together with Kenya, Egypt, and South Africa, Nigeria is now positioning West Africa as the continent’s next AI hub.

Building a Digitally Skilled Nation

At the heart of Nigeria’s transformation is a human capital revolution. The National Digital Literacy Framework targets 95% digital literacy by 2030, a goal unmatched on the continent.

Working with partners like Cisco Academy, the Ministry of Education, and the National Youth Service Corps (NYSC), NITDA has already upskilled over 23,000 public servants and continues to train millions of students and informal workers each year.

“Technology makes our lives better, but people make technology better,” Abdullahi noted.

By embedding digital education from kindergarten through university, Nigeria is on track to become Africa’s largest digital talent hub — supplying a new generation of tech-skilled innovators to local and global markets.

Digital Sovereignty: Charting Africa’s Independent Future

For Abdullahi, the ultimate goal is digital sovereignty — ensuring that Nigeria controls its own data, builds indigenous technologies, and sustains innovation independently.

“Today, we don’t have sovereignty when it comes to digital,” he said. “But our legacy goal is to build the infrastructure, talent, and cloud sovereignty that will make Nigeria and Africa self-reliant.”

Initiatives like the 90,000km Project Bridge fibre rollout, cloud-first policy, and local content mandates reflect this ambition, turning Nigeria into a continental benchmark for digital governance.

Nigeria’s Blueprint for Africa’s Tech Future

The results are tangible: under NITDA’s leadership, Nigeria has become a model for policy-led innovation, youth empowerment, and digital diplomacy. Its approach demonstrates that homegrown governance models — not imported systems — can deliver world-class technological transformation.

If Africa’s digital future needs a compass, Nigeria, through NITDA, is increasingly the one holding it.
