BEL and Safran Electronics & Defence partner to manufacture HAMMER smart weapon system in India – Business News
Bharat Electronics Limited (BEL), a defence PSU, and Safran Electronics & Defence of France have signed an agreement to to establish a joint venture for the manufacturing, customization, and maintenance of the HAMMER (Highly Agile Modular Munition Extended Range) Smart Precision Guided Air-to-Ground Weapon in India. This was inked on the sidelines of the ongoing Aero India 2025.
The Memorandum of Understanding (MoU) was signed by K V Suresh Kumar, Director (Marketing) at BEL, and Alexandre Ziegler, Executive Vice President of Safran Electronics & Defence, in the presence of top executives from both companies, including Manoj Jain, Chairman and Managing Director of BEL, and Franck Saudo, CEO of Safran Electronics & Defence.
Jain highlighted the importance of the partnership, stating, “The proposed joint venture between BEL and Safran Electronics & Defence will be a major step toward strengthening India’s capabilities in defence manufacturing and achieving self-reliance in advanced weapon systems.” And it will localize HAMMER production, reduce import dependence, and support the government’s Atmanirbhar Bharat initiative.

Franck Saudo added, “This joint venture marks an important milestone for Safran Electronics & Defence. By combining Safran’s expertise with BEL’s capabilities in smart precision-guided munitions, we are supporting India’s defence efforts while reinforcing Safran’s industrial presence in India.”
The partnership also plans to establish a Center of Excellence focused on improving India’s defence capabilities. This center will enhance joint manufacturing, engineering, and maintenance services for the Indian armed forces, including operational maintenance, repairs, and overhauls of optronics and navigation equipment. Safran will implement a knowledge transfer program, with production being phased in and BEL leading final assembly, testing, and quality assurance.
HAMMER, a combat-proven, precision-guided weapon, is designed for use across various platforms, including the Rafale fighter jet and Light Combat Aircraft `Tejas.’
