Counting people, ignoring enterprises | Why India must integrate the two censuses
As the India government prepares to conduct the world’s largest administrative exercise, the next Population Census, here are reasons why the census should consider gathering information on people’s means for livelihood along with population enumeration.
Policy and decision-making are increasingly becoming data-driven. With growing access to diverse datasets, there is a push to integrate information for a more holistic understanding, especially at the granular levels. Yet, legacy systems of data collection continue to operate in silos. A prime example is the decennial Population Census, which captures demographic data but not their means of livelihood.
