Delhi Implements New Dust Control Measures for Construction Sites, ET Infra
Environment minister Manjinder Singh Sirsa on Friday said Municipal Corporation of Delhi, New Delhi Municipal Council and Delhi Cantonment Board would sanction building plans only after the registration of the construction site on Delhi Pollution Control Committee’s dust pollution control and self-assessment portal.
According to DPCC’s May 22 order, all current or upcoming construction and demolition projects on plot areas of 500 square metres or more will get the civic body’s approval only after the registration.
The project proponents will carry out a self-audit for dust control measures on the parameters provided on the portal and upload a self-declaration on a fortnightly basis. They will include the 360-degree ‘pan, tilt and zoom’ video fencing with remote connectivity and the installation of low-cost particulate matter sensors at the sites.
“Through the dashboard, we can get real-time info if a construction site is generating more dust or has crossed the threshold of particulate matter. We will soon start sending AI-generated notices if a site is found flouting norms,” said Sirsa. After the issuance of three notices, a challan would be imposed on the violator, he added.
According to DPCC’s order, MCD, NDMC or DCB will specify the requirement of registration as part of the application process for the sanction. “MCD, NDMC and DCB shall ensure that approvals for building layout plans or drawings and permissions are issued to the sites, which are linked online through an API link with DPCC’s dust portal,” it states.
MCD, NDMC and DCB will include the 14-point dust mitigation guidelines to be displayed at all sites as a standard clause while sanctioning the plans. The display board will also be provided at construction sites that are less than 500 square metres. All sites will have a display board showing prominently the registration ID on DPCC’s portal.
“In this time of the year, dust contributes to around 33 per cent of pollution in Delhi’s air quality… We will soon come up with similar guidelines for construction sites spread over 200 square metres or more,” said Sirsa.
DPCC said due to the significant contribution of dust to air pollution, dust pollution needed to be abated at its source at C&D sites.
