12 Delhi Jal Board STPs not meeting prescribed standards

The Delhi Jal Board (DJB) has a total of 37 sewage treatment plants (STP) in the National Capital Territory of Delhi. Out of this, 25 are meeting all the prescribed standards and running on full utilisation, according to data submitted by DJB to the National Green Tribunal.

The data updated by DJB on its website is continuously monitored by the Delhi Pollution Control Committee (DPCC).

This was stated by DJB May 8, 2025 in an affidavit filed in compliance with the NGT order of November 22, 2024. The tribunal was examining the issue of improper performance of STPs installed by the DJB along River Yamuna.

Meerut district magistrate files report on pond encroachment

Meerut district in Uttar Pradesh has 3,528 ponds of which 3,144 are situated in rural areas and 384 in urban areas, according to a report filed by the district magistrate, Meerut to NGT May 3, 2025.

Some 2,949 ponds are free from encroachments, the data showed. But 61 ponds have been encroached upon by the erection of temporary structures and 570 ponds by the construction of permanent structures, the report added.

The district magistrate also observed that proceedings under section 67 of the Uttar Pradesh Revenue Code are pending for 80 such encroachment cases. In two other cases, proceedings are underway under the provisions of the Public Premises (Eviction of Unauthorized Occupants) Act, 1971.

At a meeting of the District Wetlands Committee April 23, 2025, the divisional director of social forestry, Meerut stated that directions have been issued concerning the restoration of ponds and removal of encroachments in Meerut district.

The divisional director also stated that the restoration efforts for these ponds are actively being undertaken through various governmental schemes and departments, including the Amrit Sarovar Yojana, Atal Bhujal Yojana, the Mahatma Gandhi National Rural Employment Guarantee Act, Groundwater Fund, Gram Nidhi and other such programmes.

The tehsildar (revenue officer) of Mawana has informed that out of the cases concerning permanent encroachments, illegal encroachments have been removed from five ponds.

The tehsildar of Sardhana has reported that in 12 such cases involving permanent constructions, illegal encroachers have been vacated.

Similarly, a report has been submitted by the tehsildar Sadar Meerut, wherein he has informed that a total of 34 cases are currently under consideration.

Proceedings for eviction have been undertaken on 0.1386 hectares of land.

Further, 50 instances of temporary encroachments have been observed on site, primarily consisting of makeshift structures such as huts and debris accumulations, of which six encroachments have been successfully removed. Additionally, 248 permanent encroachments have been recorded. 

Restoration, rejuvenation of ponds in Meerut

The Uttar Pradesh Pollution Control Board in its report to NGT May 2, 2025 said that the state pollution control board (SPCB) has issued instructions to the concerned departments for restoration / rejuvenation of ponds in Meerut and removal of encroachments.

The SPCB also asked the authorities for some suggestions to be incorporated. These included rainwater harvesting, increment in water storage, development of catchment area, financing through various schemes like MNREGA / Amrit Sarovar / Fifteenth Finance Commission / Gram Nidhi / Atal Bhoojal / Bhoojal Nidhi to make ponds pollution-free, re-verification of permanently encroached ponds, digging of ponds before rainy season which have been freed from permanent encroachment among others.

Information was also sought from the municipal corporation, SDM Sadar / Mawana / Sardhana; District Panchayat Raj Officer; District Development Officer; Project director-District Rural Development Authority; All Nagar Palika Parishad / Nagar Panchayat of District Meerut; Minor Irrigation Department and Ground Water Department, Meerut.

However, information has only been provided by the Minor Irrigation Department and Groundwater Department, elaborating on the rejuvenation work done and work proposed for ponds.

NGT March 5, 2025 had directed the authorities to file their replies / responses by way of affidavits regarding action taken for compliance of directions issued by the Supreme Court and NGT with respect to restoration / rejuvenation of ponds and removal of encroachments.
