Dominica reaffirms support for Morocco’s autonomy plan at UN regional seminar

In a renewed diplomatic endorsement of Morocco’s Autonomy Plan for the Sahara, the Commonwealth of Dominica has reiterated its full support for the initiative during the UN C-24 Regional Seminar recently held in Dili, the capital of Timor-Leste.

Speaking at the event, Dominica’s Permanent Representative to the United Nations, Ambassador Philbert Aaron, emphasized that the Moroccan autonomy initiative aligns fully with the UN Charter, international law, and relevant Security Council and General Assembly resolutions. He also expressed Dominica’s support for the UN-led political process, praising the efforts of Secretary-General António Guterres and his Personal Envoy, Staffan de Mistura, to reinvigorate negotiations.

Ambassador Aaron urged all concerned parties — including Morocco, Algeria, Mauritania, and the Polisario Front — to remain engaged in the roundtable talks, in line with the provisions of Security Council Resolution 2703. He also commended the developmental progress in Morocco’s southern provinces, noting the improvement in living conditions and enhanced regional stability as a result of these efforts.

Strategic Significance of the Endorsement

Dr. Nabil Baddou, a professor of geopolitics at the Euro-Mediterranean University of Fez, commented that Dominica’s renewed support represents a qualitative shift in the positions of small island nations regarding the Moroccan Sahara issue. He stressed that such support cannot be separated from broader geopolitical considerations that shape these nations’ relations with key regional and global players.

Dr. Baddou noted that Dominica’s location in the Caribbean makes it directly concerned with issues such as irregular migration and maritime security — areas where Morocco has taken proactive steps, particularly in securing its southern borders and combating transnational criminal networks. He emphasized that this growing recognition among Caribbean nations of the strategic importance of stability in the Sahel-Sahara region is reflected in their alignment with Morocco’s autonomy initiative.

This support, he added, bolsters the credibility of Morocco’s proposal on the international stage and reflects the success of Moroccan diplomacy in building broad-based support — particularly from countries facing similar development and security challenges.

Diplomatic Momentum

Political analyst and international relations expert Hassan Belouan stated that Dominica’s explicit backing of the autonomy plan reaffirms the effectiveness of Morocco’s diplomatic strategy in expanding international support for its Sahara position. He linked this development to Morocco’s strategic engagement in the Caribbean and Central America through bilateral and multilateral cooperation initiatives.

According to Belouan, Dominica’s alignment with Morocco further isolates the separatist narrative and reflects a growing shift within the international community toward a realistic and balanced political solution. The autonomy plan, he argued, is increasingly being recognized as the only viable framework that respects Moroccan sovereignty while addressing the aspirations of the local population within a model of inclusive and sustainable development.

Belouan concluded that Dominica’s position is not an isolated one, but rather part of a broader and cumulative diplomatic trend that strengthens Morocco’s presence in the Caribbean geopolitical space. He highlighted that Rabat’s approach — based not only on political discourse but also on tangible partnerships in development, climate action, and maritime security — has earned Morocco growing respect as a forward-looking strategic actor.

This position, he said, marks a significant shift in the balance of support at the United Nations, reinforcing the autonomy plan as a credible solution gaining momentum — particularly among nations with influence in UN voting dynamics, thereby giving Morocco added negotiating power in the long-running dispute.
