Minister reviews DBT projects, announces mapping of states and launch of Bio E3 Cells to expand biotechnology ecosystem
New Delhi, October 23, 2025: Union Minister of State (Independent Charge) for Science and Technology, Dr. Jitendra Singh, emphasized the need for region-based bioinnovation ecosystems during a comprehensive review of the Department of Biotechnology (DBT). The Minister called on states to play an active role in building a robust biotechnology network that strengthens India’s bioeconomy and accelerates innovation-led growth.
The review meeting covered DBT’s ongoing and new projects, including the establishment of biofoundries, regional innovation hubs, and the state-wise mapping of biotechnology potential. These initiatives aim to integrate local resources, research institutions, and startups to create a collaborative innovation framework connecting science and society.
Dr. Singh noted that India’s biotechnology sector has become a key driver of national progress, significantly contributing to the economy through agriculture, healthcare, environment, and industry. He stressed that biotechnology must serve as an engine for economic and social transformation, guided by cooperation among research bodies, industries, and state governments.
Highlighting the role of human talent in national advancement, Dr. Singh felicitated DBT Joint Secretary Ekta Vishnoi, IRS, for winning a silver medal at the World Powerlifting Championship. Praising her achievement, the Minister said her success symbolizes India’s growing presence in global sports and mirrors the same discipline and resilience that drive scientific innovation.
He also pointed out how DBT’s research in metabolic science, health technologies, and human physiology can intersect with sports science to promote a healthier and stronger India.
DBT officials presented updates on new bio-foundries being established to accelerate the design, testing, and scaling of biotechnological products. These will help bridge the gap between research and commercialization, providing startups and innovators with a faster route to market-ready solutions.
Dr. Singh further revealed DBT’s initiative to launch Bio E3 Cells — a core element of the Bio E3 (Entrepreneurship, Education, and Empowerment) policy framework. This move aims to connect state priorities with national biotech goals, enabling each region to capitalize on its unique strengths within the biotechnology value chain.
Reaffirming the government’s commitment, Dr. Singh said biotechnology holds solutions for India’s most urgent challenges — from sustainable farming and healthcare accessibility to environmental sustainability. He urged stronger coordination among states, academia, and industries to transform biotechnology into a grassroots growth catalyst.
The meeting concluded with directives to accelerate project execution and expand inter-governmental cooperation, reinforcing India’s ambition to emerge as a global hub for bioinnovation and sustainable growth.
