Andhra Pradesh Chief Minister N. Chandrababu Naidu has requested the 16th Finance Commission to extend all possible financial assistance considering the State as a special case.
“Rebuilding the State is crucial not only for its future but also for the nation’s progress. Understand the State’s unique challenges and support its ‘Swarnandhra-2047’ vision. If you help us stand today, we will play a key role in India’s success tomorrow,” Mr. Naidu said while making a presentation to the Finance Commission, headed by Chairman Aravind Panagariya, that visited the Secretariat on Friday.
Mr. Naidu explained about the State’s policies, requirements, Polavaram and the Banakacharla water linkage project. He also made certain recommendations to the Commission on devolution of funds to the States.
The Chief Minister said the State government had set a goal of achieving 15% growth rate. “The government plans to achieve the target of mobilising ₹40 lakh crore investments by 2029. The State’s current GSDP is ₹18.25 lakh crore, with a target of achieving ₹29.29 lakh crore by 2028-29. The government’s target is to transform Andhra Pradesh into a $2.4 trillion economy and reach $42,000 per capita income. The government aims at increasing exports to $450 billion. extend average life expectancy to 85 years, achieve 100% literacy and reduce unemployment to below 2%,” the Chief Minister said.
Mr. Naidu said the absence of a capital city caused multiple challenges in revenue generation. “For this reason, the government has taken up construction of a world-class capital with public participation. The development of Amaravati requires ₹77,249 crore. So far, ₹31,000 crore has been secured through the World Bank, HUDCO, and KfW. An additional ₹47,000 crore is required,” he said.
The Chief Minister explained the need for taking up the Godavari–Banakacharla linkage project.
The other important projects / proposals explained included five tourism hubs (Amaravati, Visakhapatnam, Araku, Tirupati, Rajahmundry); national museum in Amaravati; world-class convention centre in Visakhapatnam; quantum valley; skill development; Ratan Tata Innovation Hub; 100% literacy; ports and fishing harbours; multimodal logistics parks; greenfield airports; inland waterways; roads; and regional growth centers in Amaravati, Visakhapatnam and Tirupati.
