‘Jobs at risk’ at Blackburn-based Navigator Tissue UK
Portuguese paper firm The Navigator Company bought tissue manufacturer Accrol Group, based in Roman Road, for £130.8 million last year.
Now, Navigator Tissue UK, the UK branch of The Navigator Company with sites in Blackburn, Leyland and Leicester, has revealed plans to reorganise its UK operations.
It has outlined plans to move its Leicester facility to a new and larger site to “streamline operations, strengthen resilience, and reinforce its position as a leading tissue manufacturer globally”.
Tissue-making work, which is currently based across two of the four sites in Blackburn, will be moved to the Leyland site and the new Leicester facility, according to the company, triggering fears about jobs in the town.
The company has started talking with employees at the Leicester and Blackburn sites, who may be affected by this business move.
It is aiming to keep as many jobs as possible and will support staff through the changes, a spokesperson for the company has said.
These changes are part of a bigger plan to “strengthen the company’s global presence while continuing to invest in UK manufacturing”.
Navigator Tissue UK also plans to invest more in its Leicester and Leyland sites over the next five years.

“By consolidating and modernising our operations, we’re putting the business in the strongest possible position to serve our customers, protect product quality, and compete at scale in an increasingly globalised sector.
“We’re taking a careful and responsible approach. One that’s focused on continuity and supporting our colleagues, customers and suppliers through this proposed transition.”
Navigator Tissue UK is part of The Navigator Company, a global pulp and paper company known for quality and innovation.
The group, based in Portugal, reported £1.8 billion in revenue last year and is continuing to grow internationally.
The company makes tissue products such as toilet paper, kitchen roll, facial tissues, and wet wipes.
Accrol was founded in 1993 by Jawid Hussain and family, of Accrington, and relocated to Blackburn in 1996 and to its present location in 2004.
It remained in private family control until 2014 and later floated on the stock exchange before the Navigator takeover in 2024.
