NDMC delays intelligent integrated parking system project in Lutyens’ Delhi, ET Infra

New Delhi Municipal Council’s project to introduce an intelligent integrated parking system in Lutyens’ Delhi will take more time as the council has made changes in the proposal inviting applications from interested agencies. It has also extended the date to invite bids from April 30 to May 21.

The project seeks to select an agency to design, develop, implement, operate and maintain an intelligent integrated parking system to cover all parking sites under NDMC for 10 years, including three months for setting up the logistics. The updated proposal reflects an increase in the number of parking facilities from 154 to 155, along with an expansion in the total capacity from 14,478 to 15,158 spaces for cars, two-wheelers, buses and other vehicles. The monthly licensing charges have been adjusted in line with these changes.

The modifications were implemented after discussions with NBCC in April on taking over the management of the newly built multilevel parking facility with 680 estimated car space at Sarojini Nagar. In a meeting on April 3, NBCC officials said the Sarojini Nagar facility was almost ready to be handed over to NDMC, pending a few inspections. ‘When the tender was first floated in Feb 2025, the Sarojini Nagar parking was not included. But now the scenario has changed,’ said an official. NDMC has a mix of off-street (118), on-street (33) and multilevel parking (four), including parking at the basement. The civic body proposes to modify these 155 parking sites with 15,158 estimated spaces – 10,322 for cars, 4,713 for two-wheelers and 123 for buses.’The new intelligent integrated parking system will include additional features such as a software that will collate details such as manpower engaged by the concessionaire at parking lots, incoming and outgoing vehicle flow, daily collections, online payment, total capacity at each parking lot, details of occupancy of slots and incorporation of FASTag for fee collection,’ an official said earlier. The selected agency will have to pay ₹7.08 crore per month or 50 per cent of the parking collection to NDMC.

Currently, NDMC’s parking lots have boom barriers, an online collection system and display boards informing people about vacant spaces. The tender on a few parking lots ended over five years ago and NDMC now manages all its parking lots by deploying staff from its various departments, such as sanitation, water supply and electricity. This temporary arrangement has resulted in financial losses and operational inefficiencies, with visitors facing issues while using them.
