Reform Needed for UN to Respond to Today’s Challenges

Addressing the UN General Assembly here on Friday, Bulgarian Prime Minister Rosen Zhelyazkov said that for the UN to respond to today’s challenges, reform is not a choice but a necessity. He said that Bulgaria fully supports the Secretary-General’s UN80 initiative to review mandates, structural reform, and more efficient use of the organization’s resources.

Zhelyazkov stressed that the Security Council also needs to be reformed.

He called for more equitable distribution of membership, an additional non-permanent seat to be allocated to the Eastern European group, and restrictions on the abuse of the veto right.

In his words, the General Assembly “must remain the heart of this organization.” 

Zhelyazkov also spoke about the conflict in Ukraine. He said this is not just a European conflict, it threatens the legitimacy of the United Nations.

In his words, it is completely unacceptable for a founding member of the UN and a permanent member of the Security Council to wage war without complying with international humanitarian law. “The only path to peace is clear: Ukraine’s sovereignty must be respected and its territorial integrity fully restored,” he said.

The war in the Middle East was also mentioned in the Prime Minister’s speech. Bulgaria mourns the loss of every innocent life, both Israeli and Palestinian, he said. In his words, this tragedy should not be allowed to leave a lasting mark on the conscience of humanity.

According to him, the crises in the Middle East and North Africa are interrelated and threaten regional stability. Yemen is facing famine and disease, Syria needs a comprehensive dialogue under the auspices of the UN for a democratic transition, and Sudan is on the brink of collapse amid ongoing fighting and mass displacement, Zhelyazkov noted.

He added that Bulgaria calls for a new regional security architecture led by the UN, based on diplomacy, respect for sovereignty, and long-term investment in peace and development.

Sustainable development cannot be separated from human rights, the Bulgarian Prime Minister also said in his address. Bulgaria remain fully committed to the implementation of the 2030 Agenda and its 17 Sustainable Development Goals.

The Prime Minister specified that Bulgaria consistently supports the principles of the United Nations at the regional level by actively participating in the South-East European Cooperation Process, the Regional Cooperation Council, and the Organization of the Black Sea Economic Cooperation.

Another focus of Zhelyazkov’s speech was the EU integration of the Western Balkans. He noted that Bulgaria strongly supports it, adding that the Black Sea region remains strategically important for European security and energy sustainability. Bulgaria is working to turn it into an area of stability and sustainable development, he said.

At the end of his speech, the Prime Minister said: “The road ahead is long, but our determination must be unwavering.”

At this year’s 80th session of the UN General Assembly, Bulgaria is represented by Prime Minister Rosen Zhelyazkov as head of the delegation, Foreign Minister Georg Georgiev, Health Minister Silvi Kirilov, Energy Minister Zhecho Stankov, and Labour and Social Policy Minister Borislav Gutsanov.
