Following a recent consultation, the Telecom Regulatory Authority of India (TRAI) has recommended an authorisation framework for Internet Exchange Points (IXPs) in the country. This includes regulatory obligations such as monitoring intrusions, attacks, and frauds in technical facilities; blocking websites and subscribers; and restrictions on operating in specific areas in India.

The ongoing discourse has revealed significant fault lines between telecom operators and other stakeholders in the ecosystem—especially around licensing, quality-of-service compliance, and peering arrangements. The event will explore a range of themes, including peering best practices, the current state of interconnection in India, and the impact of TRAI’s recent recommendations on IXP authorisation.

  • Should CDNs and IXPs be subjected to quality-of-service standards? If so, how can accountability be fairly distributed?
  • How can content-to-content peering at IXPs foster innovation and reduce costs without compromising regulatory objectives?
