Scientists present plans for implementing the Kigali Amendment
In Ashgabat, a discussion of national plans and priority areas of activity within the framework of the implementation of the provisions of the Kigali Amendment, which was adopted in 2016 to the Montreal Protocol of the Vienna Convention for the Protection of the Ozone Layer and ratified by Turkmenistan in 2020, was held at the conference hall of the «Archabil» Hotel.
The event was supported by the Ministry of Foreign Affairs of Turkmenistan, the representative of the UNFCCC in the country and organised by the Ozone Centre under the Ministry of Environmental Protection.
The meeting brought together representatives of ministries and departments, state concerns – «Turkmengaz» and «Turkmennebit», specialized universities, state enterprises and business circles of the Union of Industrialists and Entrepreneurs of Turkmenistan, engaged in the market for the installation and maintenance of cooling and air conditioning systems. Several processes being launched were presented, which were formalized into projects and an action plan, as well as planned activities in support of the country’s efforts on the climate agenda, where the implementation of the provisions of the Kigali Amendment is one of the sides of multifaceted activities.
Scientists hope that the Kigali Amendment will be successful and effective, and will contribute to curbing global warming: currently, the world community is moving from getting rid of ODS to mastering a new generation of refrigerants that will be «neutral» to both the planet’s ozone layer and climate. This is also connected with the modernisation of the equipment profile, the introduction of new technologies, building codes, safety regulations for refrigeration technicians, and their retraining.
The hybrid meeting included presentations by several speakers from the Ozone Centre of the Ministry of Environmental Protection, national and international consultants involved in this work. They noted the importance of certification and licensing of specialists – managers, technicians who in the future will have to service equipment operating on new refrigerants, including natural ones, which can be flammable and toxic. A similar center with training equipment – working models of units and parts for debugging equipment, checking and cleaning freons has already been created on the basis of the International University of Oil and Gas named after Y. Kakayev.
The final discussion was on the needs and priorities of Turkmenistan in implementing national «ozone» legislation and global agreements, deadlines for collecting data for subsequent action planning, monitoring the process of modernizing the Turkmen cold market, accounting for freons used within the country, reporting on international ozone agreements on the circulation of refrigerants and mixtures based on them.
