The Liberian Government has made public its decision to receive Mr. Kilmar Armando Abrego Garcia on a strictly humanitarian and temporary basis.
Monrovia, October 27, 2025 — This measure comes in response to a formal request from the Government of the United States of America.
According to Information Minister Jerolinmek Matthew Piah, the government’s decision follows extensive consultations with relevant national and international stakeholders, and it reflects Liberia’s enduring commitment to the principles of human dignity, international solidarity, and compassion during times of distress.
“Guided by international humanitarian norms and its own longstanding traditions, Liberia has historically offered refuge to those in need—including African freedom fighters and democracy advocates who once found safety within its borders,” a statement issued by the Ministry quoted Minister Piah as saying.
He said Liberia’s actions in this instance reaffirm its role as a responsible member of the international community and its dedication to humanitarian cooperation.
The government emphasizes that these efforts are anchored in law, due process, and mutual respect among nations.
The statement further explained that through the Ministry of Foreign Affairs, the Government of Liberia will maintain close engagement with the U.S. Department of State to ensure that all assurances and arrangements between the two countries are fully observed.
The Government indicated that the process will be carried out in strict coordination with relevant Liberian security, immigration, and justice authorities, as well as international partners, to uphold the highest standards of safety, transparency, and humane treatment.
The Government added that the implementation of this decision will adhere to the following safeguards:
1. Comprehensive Security Screening and Vetting: All relevant Liberian authorities will conduct thorough security checks before and upon Mr. Abrego Garcia’s arrival.
2. Respect for Due Process and Human Rights: Mr. Abrego Garcia will have access to legal and procedural protections in accordance with Liberia’s international obligations.
3. Non-Refoulement Assurance: The government guarantees that Mr. Abrego Garcia will not be returned to any country where he may face substantial risk of persecution, torture, or other serious harm.
4. International Coordination: Liberia will work alongside the United Nations and other partners to explore durable and lawful solutions, including potential resettlement or lawful transfer, consistent with international law.
The Government of Liberia expresses appreciation for the United States’ acknowledgment of this humanitarian gesture. This action has been undertaken voluntarily, in good faith, and solely on humanitarian grounds.
