Texas House passes film incentive bill
TEXAS — A Texas film incentive program, along with a more-than-doubled film and TV production budget, was approved by the Texas House on Sunday.
Senate Bill 22 would establish a Texas Moving Image Industry Incentive Fund, providing $500 million biennially until Sept. 1, 2035.
To receive grant funding, productions must film at least 60% of their project in Texas and submit a budget showing all in-state spending.
Even after the House’s preliminary Sunday night approval, the bill’s true cost was still unknown.
Discussions in committee hearings indicate a possible cost reduction to $300 million.
Numerous Texas movies have, for years, filmed in states other than Texas, including New Mexico, Louisiana and Georgia due to getting better film incentives in other states.
Film and television are major economic drivers. The Texas Economic Development and Tourism division reports that state grant money generates $4.69 in spending for every dollar granted.
Senate Bill 22 is on its way to Gov. Greg Abbott for approval.
