On September 1, 2025, President Xi Jinping proposed the Global Governance Initiative at the meeting of the Shanghai Cooperation Organization (SCO).
With the Global Development Initiative, the Global Security Initiative, and the Global Civilization Initiative, China’s new proposal in the new era represents another important public good offered to the world.
The Global Governance Initiative comes at an opportune moment. As the international challenges facing humanity increase, many of which are beyond the reach of any single country, strengthening global governance is an inevitable trend.
At the same time, with the rapid advancement of a large number of developing countries and emerging markets, the current world order system is increasingly unable to meet their needs, requiring corresponding adjustments and reforms in global institutions and decision-making mechanisms.
This is especially true given the current situation of frequent regional unrest, the rise of unilateralism and anti-globalization, the absence of rules and law, and the growing governance deficit.
President Xi Jinping’s proposal for the Global Governance Initiative is, at this moment, a necessity of the times and a response to public sentiment.
In his speech, the President outlined the fundamental principles of the Initiative: upholding sovereign equality, adhering to the international rule of law, practicing multilateralism, promoting a people-centered approach, and prioritizing action.
Sovereign equality is the fundamental requirement for global governance. All countries, regardless of their geographical size, have the right to participate on equal terms, make decisions, and benefit equally from this governance. The international rule of law is the fundamental guarantee for this. International law and international norms must be drafted, upheld, and implemented jointly by all countries. There are no exceptions, nor should there be any.
Multilateralism is also a fundamental path to global governance. The unequal situation in which a few countries monopolize the current situation must end immediately, as must unilateral intimidation.
A people-centered approach is the main focus of the initiative, as it advocates for the prosperity and well-being of people around the world.
An action-oriented approach is another key principle. It is necessary to address the practical concerns of all countries, especially underdeveloped ones.
The Global Governance Initiative demonstrates responsibility. With an eye to the future of humankind, President Xi Jinping put forward four major global initiatives, focusing on development, security, civilization, and governance.
These initiatives seek to instill stability and certainty in a turbulent world, demonstrating China’s commitment and action in international affairs.
The four initiatives complement each other and form an organic whole, serving as pillars of the vision to build a community with a shared future for mankind.
The first global initiative focuses on development deficits and promotes international cooperation; the second, for Global Security, emphasizes dialogue and consultation to resolve international and regional disputes; the third, for Global Civilization, strives to strengthen exchanges and mutual learning among civilizations and promote peaceful coexistence; and the fourth, for Global Governance, seeks to promote reform and improvement in forms of government and build a more just and equitable system of exchange.
This year marks the 80th anniversary of victory in the World Anti-Fascist War and the founding of the United Nations. We note that the current international situation remains turbulent, and that peace and development continue to be threatened.
Some countries, obsessed with the Monroe Doctrine, continue to resort to “gunboat diplomacy,” frequently threatening to use force and tariffs as weapons, triggering unilateral intimidation.
We thank the Cuban Party and Government for their immediate and decisive support for the Global Governance Initiative. China is willing to work with countries in the global South, including Cuba, to firmly oppose unilateralism, hegemony, and power politics, jointly implement global governance initiatives, promote the construction of a more just and reasonable system of order, and work together for a community with a shared future for mankind.
