Turkmenistan at the UN General Assembly: Focus on Neutrality, Peace and Sustainable Development

At the upcoming 80th session of the United Nations General Assembly, Turkmenistan will present a number of strategic initiatives aimed at strengthening global peace, security and sustainable development.

Priority positions voiced by Deputy Prime Minister and Minister of Foreign Affairs Rashid Meredov at a meeting of the government of Turkmenistan on August 29 include strengthening the policy of neutrality, developing transport and energy diplomacy, as well as addressing environmental issues and humanitarian cooperation. The focus is on proposals to create new international platforms and adopt resolutions on mediation, digital integration, environmental protection and the preservation of cultural heritage.

Neutrality

At the upcoming 80th session of the UN General Assembly, Turkmenistan plans to actively participate in the development of Special Guidelines for the Observance and Implementation of Neutrality Principles in the Name of Peace and Security. Additionally, consultations will be held to establish a Mediation Chamber for Peace under the auspices of the UN, aimed at strengthening global dialogue and conflict resolution.

At the same time, it is proposed to include for the first time in the agenda of the 80th session of the UN General Assembly the item “Neutrality – for the sake of peace and security” and, within its framework, to submit draft resolutions:

  • “The role and importance of the policy of neutrality in maintaining and strengthening international peace, security and the process of sustainable development”
  • “International Mediation Day”.

UNESCO

To foster trust among the peoples of the world, Turkmenistan proposes the following initiatives under the auspices of UNESCO and the Alliance of Civilizations:

  • An international forum titled “Central Asia – A Space for Building a Peaceful Life”;
  • A Global Summit on a Culture of Peace, Trust, and Mutual Respect.

The summit is expected to culminate in a proposal to develop a Code of International Trust, which will serve as a universal foundation for interstate cooperation and principles for addressing global challenges collaboratively.

Transport diplomacy

Turkmenistan will put forward an initiative on the Resolution on the declaration of the “UN Decade of Sustainable Transport” for 2026-2035, which aims to strengthen international cooperation in this area, promote the creation of new corridors and ensure accessibility for all countries, including landlocked ones.

Energy connectivity

In order to supply world markets with energy resources and ensure balanced interaction between producers, transit countries and consumers, Turkmenistan will propose a draft resolution on the key role of reliable and stable energy connectivity in achieving sustainable development. This initiative aims to facilitate the formation of open and reliable energy flows and the integration of renewable energy sources into the global system.

Digital integration

To enhance international cooperation in the digital realm and leverage information and communication technologies for peace and progress, Turkmenistan proposes the establishment of a Global Digital Integration Platform under the auspices of the United Nations.

Environmental safety and water resources

Turkmenistan will propose the creation of a Regional Centre for Combating Desertification in Central Asia. This structure will serve as a multilateral platform for strengthening the protection of soils and ecosystems, as well as for accumulating the joint experience of states.

Among the important initiatives is the preparation of Regional Conventions on the Amu Darya and Syr Darya River Basins, which will form a reliable international framework for the efficient and equitable use of transboundary water resources.

Turkmenistan will also continue the practical implementation of the proposal to establish a Regional Centre for Climate Change Technologies in Central Asia as an effective step in the context of a strategic approach to environmental issues in the region.

In addition, it is planned to continue activities to develop a UN Special Program for the Aral Sea Basin and to solve its problems jointly with the Central Asian states.

Given the global significance of the Caspian Sea, it will be proposed to hold the second Caspian Environmental Forum in 2026 within the framework of the Caspian Environmental Initiative.

Humanitarian cooperation

The Priority Positions also emphasize the important area of humanitarian cooperation.

Within the framework of the Dialogue of Women of Central Asia, it is proposed to hold an international conference on “Women, Peace and Security.” Furthermore, to strengthen youth engagement in international relations and peacekeeping initiatives, and to expand the activities of the Dialogue of Youth of Central Asia, a proposal will be submitted at the 80th session of the UN General Assembly to establish a Regional Platform for the Training of Young Peacekeepers in Ashgabat.

To promote intercultural dialogue and support the practical implementation of UN General Assembly resolutions on multilingualism in international relations, it is also proposed to proclaim an “International Day of Multilingual Diplomacy” and to adopt the Resolution “The Cultural Heritage of the Great Silk Road as a Basis for Peace and Development.”

International law

Turkmenistan will put forward important proposals on the role and significance of international law. One of them is to declare 2028 the Year of International Law. In this regard, in the coming years, Turkmenistan will actively act as a member of the relevant Councils in the UN structure.

Preparatory work will also continue for the election of Turkmenistan as a non-permanent member of the UN Security Council for the period 2031–2032 and for other elective positions.
