Ukraine Launches Pilot Project with World Bank under PPF

The Ministry for Communities and Territories Development of Ukraine has begun implementing its first pilot project with the World Bank under the new Ukraine Project Preparation Framework (Ukraine PPF) program. The meeting was attended by Deputy Minister Marina Denysiuk, Jeffrey Delmon, Senior Infrastructure Specialist at the World Bank, as well as representatives of the Recovery Agency, the Public-Private Partnership Support Agency, and EY.

An important part of the public investment management reform is strengthening the institutional capacity of the Ministry and the Recovery Agency through the Ukraine PPF. Selected pilot projects will receive advisory and technical support for preparing public investment projects at both the national and local levels.

“It is necessary to ensure that investments for reconstruction and infrastructure development reach the communities. The public investment management system allows this, and our task is to use its tools to expand the portfolio of well-prepared investment-ready projects. Thanks to the Project Preparation Framework, communities can submit better-quality proposals and thus compete for further funding,” emphasized Marina Denysiuk.

The Unified Public Investment Portfolio (UPIP) for 2026 is currently under approval. The Ministry is the main developer of projects and programs at the national level: over 60% of projects and programs were prepared and submitted by the Ministry together with the Recovery Agency, Ukrzaliznytsia, the Administration of Sea Ports of Ukraine, and Ukrposhta.

The main topic of the meeting was agreeing on the scope and timeline for preparing the key pilot project for the Odessa region — the Odessa–Reni (M-15) road.

This involves comprehensive reconstruction and construction of various sections and elements of the M-15 highway from Odessa to Reni, including the Dniester bridge at Mayaky village, interchanges on the M-28/M-14 roads, dozens of artificial structures, and kilometers of roadway. The project will improve capacity, safety, and the economic potential of Ukraine’s southern transport corridor.
