World Bank approves $600 million to strengthen Morocco’s human capital and resilience
The World Bank has approved $600 million for the third phase of Morocco’s Human Capital Strengthening Program, aimed at boosting resilience to health risks, improving childhood human capital, reducing elderly poverty, and strengthening climate risk management.
Since 2020, Morocco has faced numerous challenges, including Covid-19, price fluctuations, inflation, a devastating earthquake, and droughts. I
n response, the country has pursued reforms under the New Development Model to drive equitable growth.
This initiative supports Morocco’s reforms, such as expanding mandatory health insurance, providing free healthcare to vulnerable populations, modernizing health services, launching a direct social assistance program, and extending sustainable retirement coverage.
The first two phases, approved in 2022 and 2023, led to significant legislative changes, including universal health insurance and social assistance programs.
The third phase aims to consolidate these reforms by strengthening governance, clarifying cash transfers and pensions, and improving disaster risk management.
Despite significant progress, challenges remain, especially for non-salaried workers. The Direct Social Assistance Program will target up to 60% of those not covered by other schemes.
Ahmadou Moustapha Ndiaye, World Bank Director, highlighted that these reforms aim to make the system more inclusive, particularly for vulnerable groups like farmers.
