World Bank to Support Standing Committees to Mobilize International Financial Resources Towards Social Sectors
Ulaanbaatar, May 12, 2025 /MONTSAME/. On May 9, 2025, Chairpersons of the Standing Committees on Social Policy and Education, Culture, Science, and Sports of the State Great Khural (Parliament) of Mongolia Enkhnasan Lutaa and Undram Chinbat held a meeting with World Bank representatives led by Regional Director for Human Development in the East Asia and the Pacific Region Alberto Rodriguez.
At the meeting, Chairperson of the Standing Committee on Social Policy Enkhnasan Lutaa provided a brief overview of the structure and composition of the Parliament, as well as the responsibilities and mandates of its standing committees. Chairperson Enkhnasan expressed appreciation for the ongoing cooperation between Mongolia and the World Bank in the health and social sectors and satisfaction with implementing projects aimed at strengthening emergency medical services with World Bank funding, emphasizing the importance of extending such projects to enhance emergency response capacity in rural areas.
Moreover, Chairperson of the Standing Committee on Education, Culture, Science, and Sports Undram Chinbat shared the Committee’s focus on accelerating the realization of the Education Law package adopted by the previous Parliament. Chairperson Undram highlighted that the Government of Mongolia is formulating policies and programs regarding the designation of 2026 as the “Year to Support Education” and presented plans to establish new primary schools in rural, remote, and border areas, in collaboration with UNICEF under a pilot project. Additionally, the Chairperson of the Standing Committee on Education, Culture, Science, and Sports outlined the Government’s policy approach to develop primary, secondary, and high schools independently, enhance the quality of education, and introduce the Pearson program for English language instruction. She mentioned that efforts to improve the infrastructure of soum-level schools, including the installation of modern restrooms, are nearing completion.
Member of the State Great Khural Zulpkhar Sarkhad underlined the World Bank’s support in reforming Mongolia’s social insurance system and emphasized the need to finalize improvements to core indicators and foundational conditions governing social insurance services. Mr. Zulphar expressed interest in refining the performance-based financing mechanism currently being implemented in the health sector and proposed expanding this model to the education sector as well. Mr. Zulphar also noted that the Government is prioritizing investments in energy and infrastructure development, and affirmed the Standing Committees’ commitment to supporting government policies while ensuring that human development and social issues remain a central focus.
Regional Director for Human Development in the East Asia and the Pacific Region Alberto Rodriguez underscored the importance of investing in people as a key pathway for countries seeking to achieve rapid development and transition to high-income status. He affirmed the World Bank’s commitment to partnering with the Government of Mongolia to mobilize international financial resources for the social sectors and expressed the Bank’s readiness to assist the Standing Committees in this endeavor. In light of the upcoming “Year to Support Education,” Mr. Rodriguez expressed the Bank’s willingness to cooperate in ensuring that children, regardless of their geographic location or proximity to urban centers, have equitable access to quality education.
The meeting was also attended by Taehyun Lee, World Bank Country Representative for Mongolia, Cristian Aedo, Education Manager for East Asia and the Pacific, Maria Ana Lugo, Human Development Program Leader for the People’s Republic of China, Mongolia, and the Republic of Korea, as well as experts in health and education sectors.
