Eskom Holdings has formally begun the selection of strategic partners to help finance and deliver up to 6 GW of renewable energy and battery energy storage projects by 2030. The initiative forms part of the utility’s plans to establish Eskom Green, a wholly owned renewable energy subsidiary intended to accelerate large scale clean energy investment in South Africa.

The request for qualifications (RFQ), issued on October 2, is the first stage of a two phase procurement process. Qualifying entities will subsequently be invited to participate in a request for proposals stage, during which Eskom will assess detailed development, financing and implementation proposals.

Responses must be submitted through Eskom’s eTendering platform by 10:00 on November 16, 2026. Eskom will also hold a non-compulsory virtual clarification meeting on October 15 from 11:00 to 13:00 South Africa Standard Time.

Eskom Green Platform

Although the invitation has been issued by Eskom Holdings, the utility said it intends to transfer any resulting transaction agreements to Eskom Green once the subsidiary has been incorporated. Eskom Green will be responsible for developing, financing, owning, operating and commercialising the renewable energy and storage portfolio.

The subsidiary is expected to focus on solar photovoltaic, wind, battery energy storage and other renewable technologies. It will also consider projects originated by Eskom and its strategic partners over an initial five year period.

Eskom said Eskom Green will provide industrial and commercial customers with a primary renewable energy supply option. The business intends to combine its own generation assets with storage and firming arrangements to support around the clock supply where required.

Growth Targets

Eskom Green is targeting up to 6 GW of renewable energy and storage capacity by 2030. The company’s longer-term ambitions include expanding the clean energy portfolio to 21 GW by 2035 and up to 32 GW by 2040.

Eskom said the strategy aligns with the Integrated Resource Plan 2025 and is intended to support the rapid deployment of renewable generation and energy storage needed to meet South Africa’s long term electricity demand. The utility also positioned the initiative as complementary to private sector investment, rather than a replacement for it.

According to the request for qualifications, the Integrated Resource Plan 2025 estimates that every 10 GW of renewable energy capacity will require about 6 GW of dispatchable power, equivalent to 60%. Eskom said this underlines the importance of pairing renewable generation with storage and other flexible capacity.

Procurement Details

The request for qualifications, numbered E3612GXR, seeks partners for the development, financing and implementation of utility scale renewable energy projects. It includes solar photovoltaic, battery energy storage, wind and other renewable technologies.

Eskom said the process will be conducted in accordance with its procurement policies, the Public Finance Management Act and section 217 of the South African Constitution. The utility said procurement must be fair, equitable, transparent, competitive and cost effective.

Eskom Green is still being incorporated with the Companies and Intellectual Property Commission. Once established, Eskom Holdings will hold 100% of the subsidiary’s issued share capital.
