Liberia has secured $88.7 million in funding from the World Bank to overhaul its public primary education system nationwide.

Monrovia, October 22, 2025: The money was received under the World Bank Excellence in Learning in Liberia (EXCEL) Project, which is expected to serve as a cornerstone for improving primary education nationwide. The project aimed to improve school infrastructure, teacher training, and access to quality education for thousands of children across the country.
On Wednesday, 23 July 2025, the Government of Liberia and the World Bank signed the agreement to launch the Project, and on 10 June 2025, the financing package was approved by the World Bank Board.
The package includes a $60 million credit from the International Development Association (IDA) and a $28.7 million grant from the Global Partnership for Education (GPE).
This initiative marks the first investment under the World Bank’s 2025–2030 Country Partnership Framework for Liberia, which prioritizes building foundations for more and better jobs.
Hon. Augustine Kpehe Ngafuan, Liberia’s Minister of Finance and Development Planning, signed the agreement on behalf of the government, while Ms. Georgia Wallen, World Bank Country Manager for Liberia, represented the bank.
However, speaking at a press briefing in Monrovia, the Deputy Minister of Press at the Ministry of Information, Cultural Affairs and Tourism, revealed that the government has secured the funds and that it will be used to construct 100 new public schools, rehabilitate classrooms across the country, train over 12,700 teachers and school leaders, and provide leadership development for more than 4,500 school administrators.
He says the project is expected to reach 2,337 public primary schools, enhance instructional materials, improve classroom effectiveness, and strengthen foundational literacy for more than 350,000 primary students.
Inclosing, he added. Specialized training programs will also focus on improving institutional leadership and classroom outcomes nationwide and adding that “the EXCEL Project represents the government’s effort to upgrade its education system and equip children with the skills needed to succeed in a rapidly changing world.
