Matthew Whitaker, the US Ambassador to NATO, assured European Commissioner for Defence Andrius Kubilius that Washington has not abandoned its commitment to European defence, even as an ongoing American military review pulls thousands of personnel and critical strategic assets out of the continent.
Addressing the Warsaw Security Forum in Poland’s capital on Monday, Whitaker said the United States still holds Europe dear and that he repeatedly tells European partners that America is not retreating.
His comments were made during a discussion about NATO 3.0, a US-supported framework under which Europe would assume primary responsibility for its own conventional defences while American forces scale back their presence in Europe and focus elsewhere.
Kubilius pushed back on the notion that NATO 3.0 signals Washington telling Europeans it no longer cares about them and that they must handle their own affairs. Instead, he maintained, Europe must build the capacity to deter aggression on its own soil, adding that the continent needs to take responsibility into its own hands.
According to earlier estimates from Kubilius, substituting US strategic military assets could require Europe to spend as much as EUR500 billion. Analysts have also proposed that Europe might need an additional 300,000 troops to defend against Russia if Washington keeps reducing its military backing.
Since Donald Trump’s return to the White House, Washington has aimed to shift military resources toward other areas, such as the Indo-Pacific, in order to counter China’s expanding influence.
The Pentagon’s assessment of American military deployments in Europe is due to wrap up by December, with the results set to be delivered to US Defence Secretary Pete Hegseth. That evaluation may open the door to additional cuts to America’s military footprint on the continent.
Other force reductions, however, are already in motion. In May, for instance, the Pentagon directed the removal of roughly 5,000 troops from Germany and scrapped a scheduled deployment of a long-range fires battalion.
Whitaker declined to preview additional steps under the review, saying it is not ready, but contended that Washington’s effort to make NATO more European is producing results. As evidence, he cited Poland, noting that the host nation devotes 4.7% to core defence and is steering the alliance toward a stronger, more capable military.
At the 2025 NATO summit in The Hague, allies consented to lift their core defence spending goal from 2% to 3.5% of gross domestic product by 2035, plus an extra 1.5% for wider security and defence spending. Whitaker described the combined 5% defence spending target as what the United States anticipates from every ally.
Based on the alliance’s most recent estimates, Poland ranks among NATO’s biggest spenders on core defence relative to GDP.
The push to boost defence spending coincides with the European Union’s aim to bolster its military capabilities by 2030, following warnings from European intelligence agencies that Russia may present a more direct threat to NATO in the years ahead.
Yet the rearmament effort confronts considerable obstacles. A leaked draft of the European Defence Agency’s major report, intended to gauge progress, exposes substantial capability shortfalls, particularly in drone defences and maritime warfare.
