Japanese telecommunications and ICT infrastructure provider NTT DOCOMO BUSINESS, Inc. (formerly NTT Communications) has entered into a strategic partnership with Classiq Technologies G.K., the Japanese subsidiary of Tel Aviv-based quantum software developer Classiq Technologies Ltd. Established via a memorandum of understanding, the commercial agreement positions NTT DOCOMO BUSINESS as a reseller and deployment partner for Classiq’s high-level quantum software development platform across Japanese enterprise sectors, including manufacturing, financial services, logistics, and public infrastructure.

Under the terms of the agreement, the two companies will collaborate on joint customer engagements to identify, codevelop, and validate industrial gate-based quantum computing applications. Classiq will supply its enterprise software suite—combining agentic AI interfaces, its proprietary high-level modeling language Qmod, and an automated synthesis engine designed to compile functional algorithmic intent into optimized circuit topologies tailored to specific hardware backends. The platform features hardware-agnostic synthesis capabilities, allowing compiled algorithms to execute across superconducting, neutral-atom, trapped-ion, and photonic QPUs without requiring code refactoring.

[ NTT DOCOMO BUSINESS & Classiq Partnership Structure ]
Partner Entity Operational Role & Strategic Mandate Target Capabilities & Commercial Focus
• NTT DOCOMO BUSINESS • Software distribution, enterprise integration, and customer consulting. • Go-to-market execution, network/cloud integration, and use-case translation across manufacturing, finance, and logistics.
• Classiq Technologies • Software platform access, algorithmic R&D support, and technical consulting. • Qmod algorithmic modeling, agentic AI synthesis, hardware-agnostic circuit optimization, and QPU execution.

The joint venture builds directly upon NTT DOCOMO BUSINESS’s ongoing infrastructure initiatives to mitigate Harvest Now, Decrypt Later (HNDL) cyber risks and support post-quantum cryptography (PQC) validation. In June 2026, NTT DOCOMO BUSINESS partnered with Toshiba Corporation and NEC Corporation to begin construction on Japan’s first wide-area quantum cryptography communication network. Promoted under the Ministry of Internal Affairs and Communications and NICT, the 600-kilometer quantum key distribution (QKD) and secret-sharing network spans the Tokyo, Nagoya, and Osaka metropolitan corridors.

By pairing this wide-area QKD backbone and Quantum Secure Cloud infrastructure with Classiq’s circuit synthesis engine, NTT DOCOMO BUSINESS provides Japanese enterprise clients with an end-to-end framework spanning wide-area quantum-safe security and application-layer QPU software development.
