WindEurope used the Brussels Night of Darkness to argue that wind energy and nature protection can advance together, according to WindEurope. As the city turned off its lights, the industry group released a booklet intended to highlight biodiversity protection, with examples from across Europe showing how wind projects support nature and animals.
WindEurope states that existing European Union rules already provide strong biodiversity safeguards, and it warns that reopening those rules would introduce regulatory uncertainty and leave nature in a worse position. The group points to the Environmental Omnibus package and a planned stress test of the Birds and Habitats Directives as the context for the current review of environmental legislation.
According to WindEurope, both the wind industry and environmental non-governmental organisations caution that revisiting the existing rules would create legal uncertainty and risk years of additional litigation and project delays. Their preferred focus is on correct implementation by Member States. They also call for greater administrative capacity in permitting authorities, wider use of digital permitting tools and interoperable data systems as ways to speed up permitting without weakening biodiversity standards.
Ariel Brunner, chief executive of BirdLife, is reported as saying that faster renewable energy deployment is necessary and can be achieved without unacceptable damage to biodiversity. He called for cooperation, innovation and smart implementation of European laws, and warned that discarding the rule book would undermine conservation and create uncertainty for responsible companies, ultimately setting everyone back.
Pierre Tardieu, WindEurope’s Chief Policy Officer, is reported as saying that the EU must not reopen the Birds and Habitats Directive. He noted that the rules allow tailored solutions for individual sites and are embedded in wind development, and he described reopening the legislation now as poor policymaking that would bring years of discussion and messy compromises, leaving nature and European energy security worse off.
WindEurope says nature protection is built into every project. Its new biodiversity booklet presents 40 case studies from 19 European countries showing how wind energy developers apply the mitigation hierarchy to avoid, minimise, restore and compensate for impacts. Many developers go further with voluntary and innovative biodiversity enhancement measures that deliver measurable net gains for nature and species.
The examples include thoughtful siting choices in France, noise reduction during construction in Germany, nature restoration measures in Ireland and innovative bird detection systems in Austria. Some projects actively restore damaged ecosystems. In Greece, PPC Renewables is supporting the revival of threatened wetland habitats around Lake Karla, helping strengthen biodiversity and improve conditions for birdlife in an area of high ecological value.
At the Andau wind farm in Austria, Burgenland Energie fitted a detection system developed with air navigation provider Austro Control. The system uses radar and flight-plan data, and the lights stay off unless an aircraft enters a zone of at least 8 km around the site. According to WindEurope, this results in lights being off up to 90% of nights across 79 turbines.
WindEurope also cites WWF in stating that greenhouse gas emissions driving climate change are putting up to 1 million species at risk of extinction and threatening ecosystems worldwide. On that basis, the group frames the shift from fossil fuels to renewable energy and the protection of nature as two sides of the same coin.
