The United Nations Security Council has renewed its sanctions regime against Haiti for another year, maintaining an arms embargo, travel restrictions and asset freezes as part of efforts to address the country’s security challenges.
The Council adopted Resolution 2831 on Wednesday, extending the existing measures for 12 months and reinforcing international efforts to prevent the illegal trafficking and diversion of weapons and ammunition, Xinhua reports.
The resolution reaffirms the obligation of UN member states to take appropriate measures to prevent illicit arms transfers and ensure that weapons and related military equipment do not reach unauthorized recipients in Haiti.
It also urges countries supplying firearms, ammunition and related equipment to Haitian authorities, whether through sales or donations, to assist in strengthening security procedures and weapons management systems.
These measures include improving the physical protection of weapons stockpiles, introducing stronger inventory controls and establishing post-delivery monitoring mechanisms to reduce the risk of weapons being diverted.
The Security Council also called on Haitian authorities to improve the management of firearms and ammunition while strengthening border security and customs enforcement.
Under the resolution, the multinational Gang Suppression Force (GSF) operating in Haiti is expected to assist the Haitian National Police and armed forces in documenting and disposing of illegal weapons and ammunition seized during security operations.
The force is also required to report cases involving the diversion, theft or loss of weapons and ammunition to the Panel of Experts supporting the Security Council’s sanctions committee.
In addition to renewing the sanctions regime, Resolution 2831 extends the mandate of the Panel of Experts for 13 months.
The panel has been instructed to submit an interim report to the Security Council by March 28, 2027, followed by a final report no later than September 1, 2027.
The resolution received the support of 14 of the Security Council’s 15 members, while Russia abstained from voting.
The United Nations Security Council initially introduced sanctions against Haiti in October 2022.
The latest decision continues the international framework aimed at restricting illicit weapons flows and supporting efforts to improve security in the Caribbean nation.
